Proposal:

Votes can only be cast at the point that either the judge or the proposer feels that adequate debate on the rule has taken place. The vote is taken on the the rule in the form last written by the proposer when the vote is called.

This rule shall not prevent voters from expressing their likely vote at any time (such expressions of intention shall not be binding at the time of voting).
