I like the mechanism in Pueto Rico where coins are placed on the roles that are not used, and then collected later. A bit like free parking in Monopoly.
So somthing like the below - this is to start the debate, so feel free to amend etc.
Bill 1:
310: A new points repository is created: the Accumulator. Points can be added to, removed, or transferred from the Accumlator by other rules.
311: When a rule is rejected, 20 points are placed in the Accumulator.
312: When a rule is passed, 10 points are placed in the Accumulator
313: Before making a proposal, a player can choose to make a Distribution Proposal which details how the Accumulator points will be distributed to players in any proportion as defined by the proposer; the Disribution Proposal must receive a majority of votes to pass
314: When voting on a Distribution Proposal, players are alloted votes in inverse proportion to the points they are proposed to receive in the Distribution Proposal, unless they have had a Distribution Proposal rejected this turn, in which case they are alloted zero votes
315: If a Distribution Proposal fails, the next player in turn must make a new Distribution Proposal to be voted on, unless all players have proposed a Distribution Proposal this turn
So a bit like the Ultimatum Game or the Pirate Puzzle

It was fun thinking up the mechanisms in the above. Puerto Rico + Pirate Puzzle + Ultimatum Game.

Amendment to the above:
Rather than votes being in inverse proportion, they will be allocated by:
(total Accumulator points) - (points allocated to player)
This is to avoid a player who is allocated zero points having an infinite number of votes.

Like the idea of the proposal. It feels as if this has been stretched over multiple rules to make it fit. If your bill passes it is worth a minimum of 86 points. Although I appreciate it took some effort to come up with the rules I'm not sure it is worth 43% of the points required to win.
I could vote for this if the rules were distributed amongst 3 rules, say:

That's fine; I don't need to use all 6 rules, so if you're happy with it in 3 then so am I.
Neil is away, but maybe back tomorrow, and this rule has 72hrs on it, so we'll see what he has to say.
All of this is moot anyway, as I'm off on Saturday for a month, which kind of kills the game.
