Rule 201 Empty Rule 201

"210. Players may not conspire or consult on the making of future rule-changes unless they are team-mates.

The first paragraph of this rule does not apply."

What is this all about? I presume it's inviting an alteration, but this could have been amended without the original rule in place anyway?

Or have i missed the point?
